NATURE OF THE CASE: This was an appeal of a conviction for solicitation of arson.

FACTS: Blechman (D) asked another man to set a fire to a dwelling house in order to defraud an insurance company on a policy that D held. The person refused to set the house on fire. D was convicted of solicitation of arson. D appealed; solicitation requires completion of the crime solicited.
