NATURE OF THE CASE: On remand, the district court reconsidered the evidence and again
ruled for D. Harjo (P) appealed.
FACTS: See Pro-Football, Inc. v. Harjo 415 F.3d 44 (D.C. Cir. 2005) for the facts. On
remand the district court again found the defense of laches persuasive. It held that the
seven-year, nine-month 'Romero Delay Period' evinced a lack of diligence on Romero's part. P
appealed.
