NATURE OF THE CASE: This was an appeal from a fishing ordinances civil rights suit.
FACTS: Felton (P) was arrested by Florida officials for violation of fishing ordinances. The officials were attempting to implement conservation measures regulating fishing activities by Florida citizens. P was fishing for saltwater crayfish beyond state lines. Hodges (D) and other Florida officials had acted under a Florida law that regulated Florida fishing activities within or without the boundaries of such state waters. P's personal property was confiscated and P sued the state under civil rights laws. The suit was dismissed and P appealed.
