NATURE OF THE CASE: This was a dispute over the Alaska Hire Act.
FACTS: Alaska passed an act that required that all new leases on oil or gas easements, and right of way permits for which the state was a party thereof, contain a provision requiring employment of qualified Alaska residents in preference to nonresidents. This was to be accomplished by hiring those Alaska residents with resident cards. P's, who were qualified for the jobs but unable to qualify for residence cards challenged the Act as violative of both the Privileges and Immunities Clause and Equal Protection.
